Education

Education of children with special needs (CWSN). Government is providing facilities for education of children with special needs at various levels of education

  • Under the Centrally Sponsored Scheme of Sarva Shiksha Abhiyan (SSA),
  • An amount of Rs. 3000/- per child per annum is allocated for the interventions related to education of children with special needs (CWSN).

Interventions for the education of CWSN

  • identification, functional and formal assessment, appropriate educational placement, preparation of Individualized Education Plan, provision of free aids and appliances, transport and/or escort support, teacher training, appointment of resource teachers, therapeutical support and barrier free access.

Provision of Home based education –

  • Under SSA, home-based education is also provided to those children who have severe intellectual and physical disabilities.
  • Home-based education is provided to a child, who after a comprehensive assessment by a team of doctors and specialists

Inclusive Education for Disabled at Secondary Stage (IEDSS)

  • At the secondary level, the Ministry is implementing the scheme of Inclusive Education for Disabled at Secondary Stage (IEDSS) as part of Rashtriya Madhyamik Shiksha Abhiyan (RMSA)
  • To provide all students with disabilities an opportunity to complete four years of secondary schooling (Class IX to XII) in an inclusive and enabling environment.
  • Under IEDSS component, central assistance is provided for student oriented assistance @ ₹ 3000/- per child per annum, besides support for engagement of special teachers, equipping resource room, making school barrier free, orientation of parents, administrators, educationists etc.
  • The scheme also provisions for stipend for girls with disabilities @ Rs. 200/- per month under the student oriented component. 2.26 lakh CWSN

Judicial Decisions

SC Upholds Passive Euthanasia, Sanctions ‘Living Will

  • The Supreme Court has allowed passive euthanasia for terminally-ill patients, on a petition seeking recognition of the 'living will'.
  • the ‘living will’ is a written document that allows a person to give explicit instructions in advance about the medical treatment to be administered when he or she is terminally-ill or unable to express informed consent

Enlighten about Passive euthanasia

  • Passive euthanasia is the withdrawal of medical treatment, with the deliberate intention to hasten the death of a terminally-ill patient
  • A five-judge Constitution bench of the Supreme Court, headed by Chief Justice of India Dipak Misra, passed the order allowing for advance directive (living will) passive euthanasia with guidelines.
  • An Advance Directive (Living Will) allows people to decide in advance whether or not they want to be put on life support in cases of terminal illness.
  • The bench laid down guidelines for those cases when there is no advanced directive. It said in cases when there is no immediate family members, the ‘next of friend’ can approach the concerned HC, which in turn will then set up a medical board to determine whether the concerned patient can be allowed passive euthanasia.

  • A 24×7 Unique Toll Free Helpline “1033” has been launched for road users on National Highways.

  • A single 4-digit Toll Free Universal Access Number (UAN) “1033”.
  • Single point of contact for public in case of accident or other emergencies on National Highways.
  • Single point contact for reporting issues related to National Highways e.g. obstruction of highways due to a fallen tree, dharna, flat tyre, bad road condition etc.
  • Immediate help to road accident victims during the golden hour by making available ambulance, treatment facilities and cranes to remove wrecked vehicles from the accident site.

Incident Management System of NHAI

  • The National Highways Authority of India is in the process of rolling-out an integrated setup through the Traffic Incident Emergency Management System (TIMS), where Incident Management Contractors will be appointed at a state/regional office level for providing ambulances, tow-away cranes and highway surveillance vehicles across all highways in the state / region, and a Regional Command and Control Centre for monitoring and operations, in the States of Rajasthan and Uttar Pradesh on a pilot basis.

Rydberg polarons a new state of matter termed “Rydberg polarons”

  • An international team of physicists have successfully created a “giant atom” and filled it with ordinary atoms
  • These atoms are held together by a weak bond and are created at very cold temperatures

Bose-Einstein Condensation

  • It uses ideas from two different fields: Bose-Einstein Condensation and Rydberg atoms
  • A BEC (Bose-Einstein Condensate) is a liquid-like state of matter that occurs at very low temperatures
  • A BEC can be perturbed to create excitations which are akin to ripples on a lake
  • Electrons in an atom move in orbits around the nucleus
  • A ‘Rydberg atom’ is an atom in which an electron has been kicked out to a very large orbit
